  • Overview

    Managed Business Solutions is seeking qualified applicants for the role of Senior Accountant to work onsite with our Program team at the Bureau of Indian Affairs in Lakewood, CO. This is a fulltime role. Local candidates will only be considered.

    Responsibilities

    • Monitors changes in Federal financial and accounting regulations, policies and procedures, and recommends methods of compliance.
    • Analyze fiscal operations to determine the adequacy, effectiveness, and appropriateness of the administrative system and the related interfaces and operating procedures.
    • Establish and maintain system processing controls and options that tailor the system to best meet the accounting and reporting requirements of the client organization.
    • Develop structured system test plans for subsystems or modules, and compare anticipated with actual results to ensure the integrity of financial management data.
    • Develop detailed system and programming specifications to implement system changes.
    • Design and format standard and specialized reports on automated application.
    • Daily use of diverse automated systems (National Irrigation Information Management System (NIIMS),  Business Enterprise Reporting Tool (BERT), Financial and Business Management System (FBMS).
    • Serve as the primary Agency contact for Treasury referrals for BIA irrigation and power.
    • Enter data into computerized accounting applications and electronic spreadsheet applications (Excel), to search for patterns and to trouble-shoot.
    • Responsible for providing verifiable information for financial reports, specifically Treasury Report on Receivables (TROR), customer requests, Treasury requests, audit requests.
    • Reconcile financial data among files, databases and applications.
    • Interpret and apply financial policies, government legislation, and accounting theory.
    • Support management in use of and adherence to procedures and metric capture and reporting.
    • Provide guidance to other staff, including IT personnel, with regard to completing assigned work.
    • Communicate with end users to provide direction and assistance.

    Qualifications

    • A minimum of 7 years progressive Accounting/Finance experience for a highly-complex application system of systems.
    • At least one project must have occurred within the past three 3 years.  Professional CPA is a plus.
    • Extensive knowledge of government financial regulations and Generally Accepted Accounting Principles (GAAP) across accounting functions including as Accounts Payable, Accounts Receivables, Payroll, Reporting, etc.
    • Proficient in monitoring changes in Federal financial and accounting regulations, policies and procedures, and recommending methods of compliance
    • Proven background in analyzing fiscal operations to determine the adequacy, effectiveness, and appropriateness of the administrative system, the related interfaces, internal controls, and operating procedures.
    • Ability to devise structured system test plans for financial/accounting subsystems or modules, and compare anticipated with actual results to ensure the integrity of financial management data.
    • Ability to operate diverse automated systems (NIIMS, BERT, FBMS).
    • Serve as the primary Agency contact for Treasury referrals for BIA irrigation and power.

    Education:

    Minimum: Bachelor’s Degree in Accounting or related field or equivalent professional experience. CPA Desirable.

    Reasoning Ability:   Ability to apply principles of logical or scientific thinking to a wide range of intellectual and practical problems.  Ability to deal with nonverbal symbolism (formulas, scientific equations, graphs, musical notes, etc.,) in its most difficult phases.  Ability to deal with a variety of abstract and concrete variables.  Must be able to multi-task and have good organization skills.

     

    Computer Skills:   To perform this job successfully, an individual must proficient in use of Excel and Word, and have experience using a screen-driven online system.  It is preferable that the candidate have experience working with FFS and/or the Department of Treasury.

     

    Environment (Working conditions):

    This position will require moving of up to 10 lbs.  This position will be mostly stationary requiring some movement around the office and frequent communication with others.
