    Managed Business Solutions is seeking a part-time or full-time water resource and water utility applied science and engineering professional with experience and aptitude for policy development, program reviews, technical briefing development, etc… This position will be responsible for the interaction of national federal programs including direct interface with and coordination of, onsite and offsite federal managers, contractors, tribal employees etc... This entails representing the BIA to itself, its colleagues and its tribal clientele.  This includes advising on federal policies, procedures with respect to a highly technical scientific and engineering niche. Additionally, coordinating nationwide schedules of individuals that are responsible for all of the nuance that the technical interplay of an irrigation and power organization requires given its separate programs, responsibilities and partners. This role relies heavily on the ability to provide technical content and advisement with high level writing skills on irrigation and power utility related issues.  Ideally, this candidate will have a technical background in the irrigation or power arena and experience with national federal clientele. The person who fits this role will have to work with our interdisciplinary onsite program team at the U.S. Bureau of Indian Affairs (BIA)/Division of Water and Power (DWP) Office in Lakewood, CO and requires a US citizenship.


    This role can be full-time or part-time and is fully funded and slated to begin as soon as possible. Seeking local candidates in the greater Denver area, no relocation. 


    The principal function of this role will be to provide analysis, coordination, advisement, and high-level policy writing and documentation support related to water and irrigation utilities as well as power utilities on behalf of the U.S. BIA Branch of Irrigation and Power (BIP):

    • Support the Branch of Irrigation and Power by augmenting its multi-disciplinary needs.
    • Assess existing or create new policy and/or program related documentation related to the individual irrigation and/or power programs, or their collective overarching needs.
    • Advise federal management, scientists, engineers, irrigation and power project managers, and tribal members on irrigation and/or power utility program management as it pertains to an exhaustive scope of services in both a formal (presentation) and informal (conversational) setting.
    • Multi-task across various disciplines and locations in support of applied science and engineering project work. Work within a dynamic environment, coordinate schedules that are inherent in a nationwide irrigation and power utility program. 
    • Communicate professionally and effectively with a variety of subject-matter experts and project contributors in a collaborative team environment.



    • B.S. +7 years of experience in an applied science or civil engineering field required; M.S. or PhD in related applied science or engineering field preferred.
    • EIT registration is required, may be commuted for education or experience.  
    • Minimum of seven (7) years of experience required; however, special consideration for higher levels of education or professional certifications may be available.
    • Proficiency in MS Office.
    • A successfully adjudicated Low-Risk Federal background investigation is required and is a condition of employment.
    • Occasional out-of-state travel required.

    Highly Preferred Qualifications:

    • Familiarity with standards of practice related to water and power utility industries preferred.
    • Familiarity with Federal Guidelines, Design Standards, and/or BIA Water and Power Program Handbook preferred.
    • Familiarity with standards of practice related to irrigation and power utility engineering, design, rehabilitation, construction, and safety is a plus.

    Environment (Working conditions):

    This position will be mostly stationary requiring some movement around the office and frequent communication with others. The average working hours will be 8 hours per day for this position.
