Sealaska Technical Services (STS) is seeking a mid-level Procurement/Subcontracts Specialist to support our growing federal and commercial business operations.  STS is a growing, progressive business that provides technology integration and deployment, systems engineering, environmental consulting and remediation services to a variety of government and commercial clients at job sites around the world.  This full-time, salaried/benefited position will provide strategic acquisition support for projects for the US Department of Energy, US Army Corp of Engineers and Department of Homeland Security with functional responsibilities as described below.


  • Perform procurement and subcontract administration activities for federal and commercial contracts throughout the entire acquisition and delivery life cycle.
  • Review contractual terms and conditions to ensure protection of company interests.
  • Help establish and implement best practices in federal and commercial contracting; be responsible for establishing, maintaining and enforcing a consistent set of contracting policies & procedures.  
  • Analyze contract documents to help assess business/financial risk and legal/contractual obligations.
  • Review, draft, and negotiate professional services (engineering, architecture, environmental, and other technical services) and construction related agreements.
  • Performance of detailed financial analyses in support of making formal cost/price reasonableness determinations.
  • Work cooperatively with a diverse group of professionals that includes STS senior management team members, joint venture teaming partners, attorneys, construction managers, field engineers, project managers, business development and contracts staff.
  • Analyze Request for Proposals, participate on business capture teams, assist in the preparation of prepare cost volume proposals and generate basis of estimates.
  • Stay informed on changing federal procurement regulations and audit/compliance aspects as they relate to change orders, modifications, processes, reporting, contract models, proposal estimating practices, and risk; advise the STS management team with regard to legal and business risk decisions associated with contractual terms or conditions.
  • Maintain strong situational awareness of impending changes to the federal contracting regulations related to suggest ways to streamline acquisition procedures and make recommendations on how STS can remain current in its contracting practices.
  • Interface with customers in resolving contract related issues related to funding status, contract clauses, and period of performance.
  • Prepare contract closeout documentation.


Knowledge, Skills and Abilities:

  • Possess a Bachelor’s Degree from an accredited university in business or a related field.
  • Have ten to fifteen (5-8) years of proven, direct contracts administration experience.
  • Demonstrated ability to identify and mitigate contracting risks with both commercial and government clients.
  • Must possess thorough knowledge of Federal government procurement regulations and in-depth understanding of FAR/DFAR.
  • Must have a command of the contract negotiation steps, scope of work requirements-estimates, evaluation factors, change request vehicles, etc.
  • Must understand a variety of contract types – firm-fixed price, cost-plus, time and material, etc.
  • Must have proven ability to coordinate with multiple internal stakeholders and technical delivery teams.
  • Employment for this position will be subject to all relevant laws, regulations, orders, and the like and may require full vaccination against COVID-19, weekly testing, or other precautionary measures. 

Additional Requirements:

Position is subject to satisfactory completion of a background check, reference check, physical exam and urine analysis. A valid driver’s license is also required for this position.
